Understanding AES filing - how to get an ITN number for imports over $2500
WHAT IS AES FILING FOR HIGH VALUE GOODS AND WHY DO WE NEED IT?
If you are importing commodities with a value exceeding $2500 from the USA (or exporting if you're a U.S. based shipper), then there will be additional filing requirements to meet. The US Census Bureau requires the submission of certain Electronic Export Information (EEI) before the goods leave the country. The filing is made through the Automated Export System (AES) and in return, you'll receive and Internal Transaction Number (ITN) which will need to be included on the customs declaration that is sent with your parcels. This information is used for government statistics, regulatory compliance, national security and export tracking.
WHEN DOES IT APPLY?
Values of commodities classified under an individual Schedule B or HTS with a value exceeding $2,501 will need an ITN number. It is only applicable if the shipment value exceeds $2500 for the same product type and commodity code.
There are some exemptions available, for example, if you're sending personal baggage, or tools and technology in connection with your trade, you can use the exemption code: NOEEI 30.37(x) on your customs declaration.
WHO DOES IT APPLY TO?
Both INDIVIDUALS and BUSINESSES must follow the rules and the filing requirement applies, even if it's a once-in-a-lifetime shipment.
Failure to file your EEI with the AES system would result in the goods being stopped at the border and being returned, fined, or even seized.
HOW DO I FILE FOR MY ITN NUMBER
Regular exporters of high value goods in the USA may already be registered with the AES portal and can provide an ITN for each export. WHAT IF I DON'T HAVE AN EMPLOYER IDENTIFICATION NUMBER
To register with the AES portal and file your EEI, you will need an EIN number. Generally these are given to businesses and are used by the Inland Revenue Service to easily identify businesses.
